CONSENT AGENDA
2. M26-28 Conduct a public hearing and consider special exception requests to Section 5.05 (a) (3) (A) (1) and Section 5.05(a) (3) (A) (2) of the Lancaster Development Code, to not meet the vertical and horizontal articulation requirements, on a property being 19.25 acres legally described as Lot 2, Block A, out of the Yampa Addition, and a property being 19.613 acres known as Tracts 20 and 21 out of the Marady Parks Survey, Abstract No. 1120, addressed as 2304 E. Longhorn Drive and 2620 W. Wintergreen Road, City of Lancaster, Dallas County, Texas.
3. M26-29 Conduct a public hearing and consider a request to amend the 2020 Master Thoroughfare Plan to increase the right-of-way width along a segment of Sunrise Road between Belt Line Road and Loop 9 from a 100-foot Major Arterial Type B right-of-way to a 105-foot right-of-way.
4. M26-32 Conduct a public hearing and consider a request to amend the 2020 Master Thoroughfare Plan by reducing the rights-of-way (ROW) for Jefferson Street, between Pleasant Run Road and W. Wintergreen Road, from a 100-foot Minor Arterial to a 90-foot ROW, and by reclassifying Pleasant Run Road, between N. Dallas Avenue and Lancaster-Hutchins Road, from a 120-foot Major Arterial Type A to a 100-foot Major Arterial Type B.
5. Discuss and consider amending Table 1-A (u) Grading Filling and Excavating Permit Fees of the Master Fee Schedule.
6. Discuss and consider the Parks Advisory Board’s recommended priority projects for the Community House and Roy Crawford Park.
7. M26-27 Consider an ordinance granting a special exception to Section 1-04 (C) (2) of the General Construction Design Manual to not provide the required 5-foot sidewalk, on the property legally described as Lot 12, Block D, out of the Brownlee Park Addition, addressed as 3350 Balomede Avenue, City of Lancaster, Dallas County, Texas.
8. Discuss and consider a resolution ratifying an Amended and Restated Performance Agreement between Noble Lancaster, LLC, and the Lancaster Economic Development Corporation (LEDC) to allocate up to three hundred fifty thousand dollars ($350,000) to promote the development of a Starbucks on Houston School Road and potentially another quick service restaurant, and establish an effective date.
9. Discuss and consider a resolution ratifying a grant agreement between Mayflower Star LLC and the Lancaster Economic Development Corporation (LEDC), in an amount not to exceed one hundred forty thousand dollars ($140,000), from funds collected from one-fourth (1/4) of one (1) percent additional sales and use tax for the promotion and development of new and expanded business enterprises, as authorized by state law.
10. Discuss and consider a resolution approving the First Amendment to a Chapter 380 Economic Development Agreement by and between the City of Lancaster and Mayflower Star LLC.
11. Discuss and consider a resolution ratifying a grant agreement with Kyoto Brew LLC and the Lancaster Economic Development Corporation, in an amount not to exceed forty-five thousand dollars ($45,000), from funds collected from one-fourth (1/4) of one (1) percent additional sales and use tax to allow expansion of bakery operations and seating to promote and develop an expanded business enterprises, as authorized by state law.
