Z26-10 Conduct a public hearing and consider a zoning change request from Planned Development (PD) with limited Light Industrial (LI) uses to Planned Development (PD) with Neighborhood Services (NS) uses, Retail (R) uses, limited Light Industrial (LI) uses, Tire Retreading, and a variance request to Section 10.01(b)(2) - Open Space Requirements per the Lancaster Development Code, on a property being 17.756 acres, legally described as Lot 5R, Block A, VanTrust I-20 Logistics Addition, addressed as 3500 N. Dallas Avenue City of Lancaster, Dallas County, Texas.

6. M26-25 Conduct a public hearing and consider an ordinance amending the following sections of the Lancaster Development Code: Section 3.01(a), Official Zoning Map; Section 4.01, Table 1 - Land Use Schedule; Section 5.01(i), Use District Standards; Section 5.02, Agricultural Open Space District; amending Section 5.03, Residential Districts, and to establish the Mixed-Use (MU-24) zoning district.

7. Discuss and consider approving a budget amendment for the Millbrook East Public Improvement District (PID) in the amount of $20,000 for Fiscal Year 2026.

8. Consider a resolution approving the terms and conditions of AIA Document A133 of the Guaranteed Maximum Price (GMP) Amendment with Balfour Beatty Construction, LLC, for the construction of Fire Station No. 4 located at 343 E. Belt Line Road, Lancaster, Texas, in the guaranteed maximum price of $14,181,332, with certain exclusions defined herein and authorize the City Manager to execute the amendment and all related contract documents.
