Consider a resolution approving a Professional Services Agreement awarding RFP 2026-04 Addendum 4 to Estrada Concrete Company LLC, for concrete pavement reconstruction services for reconstruction of Houston School Rd, in an amount not to exceed one million nine hundred twenty-nine thousand dollars $1,929,000.00.

10. Discuss and consider the proposed FY 2026/2027 tax rate of $0.590925 per $100 assessed valuation and take a record vote to consider a tax rate to increase total tax revenues from properties on the tax roll in the previous year, and set public hearing dates regarding the proposed tax rate.

11. M26-33 Conduct a public hearing and consider an ordinance granting a special exception to §12.02 and §12.04(b) of the Lancaster Development Code to allow an off-premise digital billboard on the property being 0.584 acres out of the Silas B Runyon Survey, Abstract No. 1199, Pg 175, addressed as 3536 I-35 E, City of Lancaster, Dallas County, Texas.
