9. Conduct a public hearing and consider an ordinance regarding the proposed budget for the fiscal year 2026/2027 beginning October 1, 2026, and ending September 30, 2027; providing that expenditures for said fiscal year shall be in accordance with said budget.

Conduct a public hearing and consider an ordinance regarding the proposed revenue increase from levying ad valorem taxes for fiscal year 2026/2027 at $0.590925 per one hundred dollars assessed valuation of all taxable property within the corporate limits to provide revenues for current maintenance and operational expenses and interest and sinking fund requirements; providing due and delinquent dates; penalties and interest; providing a homestead exemption and disability exemption

Discuss and consider a resolution an Interlocal Cooperative Agreement with STAR Transit for public transportation services in an amount not to exceed one hundred forty-four thousand six hundred sixty-one dollars and zero cents ($144,661.00) for basic outlined transportation services, twenty-five thousand dollars and zero cents ($25,000.00) for UberX Share, and twelve thousand and one hundred dollars and zero cents ($12,100.00) for a shared regional bus unit, a total of one hundred eighty-one thousand seven hundred sixtyone dollars and zero cents ($181,761.00) for Fiscal Year 2026-2027.

12. Discuss and consider a resolution amending the rate for certain fees and charges assessed and collected by the City for water and wastewater services; providing a repealing clause; and providing an effective date.

13. Discuss and consider a resolution providing for the adoption of the Master Fee Schedule for all fees and charges assessed and collected by the City of Lancaster.

14. Discuss and consider a resolution ratifying the budget for the Fiscal Year 2026/2027 that results in an increase of revenues by 8.24% from property taxes over the previous year.

15. Discuss a personal donation by Councilmember Marco Mejia, District 3 City Councilmember.
