PROCLAMATION: National Kidney Month

CITIZENS’ COMMENTS: At this time citizens who have pre-registered before the call to order will be allowed to speak on any matter other than personnel matters or matters under litigation, for a length of time not to exceed three minutes. No Council action or discussion may take place on a matter until such matter has been placed on an agenda and posted in accordance with law.

1. Z20-03 Conduct a public hearing and consider an ordinance for a Specific Use Permit (SUP) for an in-home daycare at the property addressed as 1335 Pennsylvania Avenue; Lot 25 Block E in Boardwalk Phase 1 Subdivision. The property is located in Jonathan L. Samson Survey, Abstract No. 1311 in the City of Lancaster, Dallas County, Texas.

CONSENT AGENDA: Items listed under the consent agenda are considered routine and are generally enacted in one motion. The exception to this rule is that a Council Member may request one or more items to be removed from the consent agenda for separate discussion and action.

3. Discuss and consider an ordinance extending the previously declared local public health disaster resulting from COVID-19 until April 27, 2020, and adopting and ratifying all national, state, and county executive or emergency orders regarding COVID-19.

4. Pursuant to emergency state orders regarding election scheduling, discuss and consider a resolution postponing the General Election to be held on Saturday, May 2, 2020, for the election of one councilmember for District 2, one councilmember for District 4, and one councilmember for District 6 for a three-year term to November 3, 2020.

5. Discuss and consider a resolution accepting the Comprehensive Annual Financial Report (CAFR) for the fiscal year ended September 30, 2019.

6. Discuss and consider confirmation of nomination made by the Planning and Zoning Commission of one (1) regular member to the City of Lancaster Historic Landmark Preservation Committee (HLPC).
